National Public Energy (“NPE”) was
established in 1990 as a project development, management and
turnaround consulting company focused on Independent Power Projects
(“IPPs”) across multiple thermal power generation technologies.
The company has broad development
experience in land-based and barge-mounted gas and liquid fueled
combined cycle facilities, Integrated Gasification Combined Cycle,
biomass and coal-fired generating projects.
Our most recent experience was the
successful development of a 52MW simple-cycle project in eastern Long
Island, selling capacity, energy and ancillary services to the Long
Island Power Authority pursuant to a 15-year Power Purchase
Agreement. This project commenced operation in July 2003. The
project was sold, upon commencement of construction in March 2003.
The company directed project
development efforts for Smith Cogeneration International in Pakistan
and India. Our principals also directed project development efforts
for Enron International in south India, and for National Power
Services in North America. Our principals also have managed the
structuring and negotiation of Engineering, Procurement and
Construction Contracts for Foster Wheeler Power Group and Pyropower
Corporation in addition to extensive experience developing and
commercializing fluidized bed combustion systems for Foster Wheeler.
NPE also has extensive operations
and business management experience.
The company is Managing General
Partner of Biomass One, L.P., a $60 million, 54 employee, biomass
waste-to-energy project constructed in 1986. As Managing General
Partner, we are responsible for PPA administration, finance, budgeting
and accounting, fuel acquisition strategy and implementation, plant
operations and maintenance, community relations, permitting and
environmental compliance, staff management, advertising and new
business development. Hired initially on a consulting basis in 1991,
we reversed an $8.5 million annual loss within the first eighteen
months of our engagement through careful cost management and
development of profitable fuel arbitrage strategies.
In the Dominican
Republic, we structured and managed an innovative and highly
successful $27 million construction claims resolution settlement with
a consortium of multinational EPC firms and insurers for
an overseas project partnership of Smith Cogeneration International
and Enron International.
